Dr. James Jesse holds an LL.B. (Hons), LL.M UDSM, LL. M. International Law and Human Rights from the School of Law of the University of Notre Dame, USA Ph.D (UDSM). He is an Advocate of the High Court for 13 years specialising in Banking law; labour law; Human Rights Law, Land Law, Conveyancing, Criminal Law, Criminology and Penology, Administrative Law, Constitutional Law, Family Law and offering Consulting Services.

Dr. Jesse joined the teaching rank of the University of Dar es Salaam, School of Law (Formerly Faculty of Law) in 2003. Before joining the academia and legal practice spheres, he was employed by the Tanzania Police Force from 1993 as a Police Constable and when he left the Police Force in 2003 he had already been promoted to the rank of a Police Sergeant. He served as a part time lecturer in various higher learning institutions such as the University of Dodoma, Tanzania, (2009- 2010), Ruaha University College of St. Augustine University (Tanzania), (2009 -2011),and Ardhi University (2002 to 2009). He has been serving as an external examiner, Mzumbe University, Morogoro (Tanzania) since 2005. He is also currently the Director of Administration and Finance, Affirmative Action on Gender Equality Network (AGEN) Tanzania as well as the Coordinator of a newly established programme called Bachelor of Arts in Law Enforcement (BA.LE) at the UDSM School of Law.
