Our Staff



Mr. Semu Thomas , LL.B (Hons.), LL.M, Ph.D-Cand. (Dar) is an Advocate of the High Court Advocate of the High Court of Tanzania and Courts Subordinate thereto save for Primary Courts. His areas of specialization include Tax Laws, Insurance Law, Arbitration, Banking Law, Corporate Law, Contract Law, Probate and Administration of Estates and Constitutional Law,

Mr. Semu joined the teaching staff of the Faculty of Law of the University of Dar es Salaam in 2004 as an Assistant Lecturer. He also teaches on part time basis in various higher learning institutions like the Institute of Tax Administration; University of Dodoma; and Ruaha University College, Iringa and Ardhi University. He also serves as an external examiner in Tumaini University, Iringa - University College and Mzumbe University. Between 2001 and 2002 Mr. Semu Thomas was also served as a part time instructor at the Institute of Judicial Administration, Lushoto.




LL.B.(Hons), LL.M UDSM is an Advocate of the High Court focusing his practice on Contract Law, Insurance Law, Labour Law, Commercial Law, Corporate Law, Family Law, Banking Law, Criminal Law, Intellectual Property and Conveyancing.

Mr. Perfect has been a member of the teaching rank of the University of Dar es Salaam School of Law (Formerly Faculty of Law) since 2006. He has also been teaching business law and labour law at the University of Dar es Salaam, Business School on part time basis since 2007. He also actively participated in the project for the review and harmonization of Road Safety Laws for East African member states in the year 2011/2012; and the ILO’s project on cases index for preparation of case management guide which include framing of issues and preparing an index of cases in 2012.


Mr. Abel J. Mwiburi holds an LL.B. (Hons) LL.M.from the UDSM; and Postgraduate Diploma in Legal Practice from the Law School of Tanzania. He is an Advocate of the High Court with diversity areas of specialisation which include ICT Law, Tax Law, Commercial Law, Banking Law, Conveyancing, Criminal Law, Probate and Administration of Estates Law, Labour Law, Contract Law, Corporate Law, International Trade and Finance, Family Law and Negotiable Instruments Law.

Mr. Mwiburi is a young, energetic and strong legal practitioner with five year experience of teaching both substantive and procedural laws at the University of Dar es Salaam, School of Law. He also possesses a well-built foundation in research based on unquestionable knowledge and skills on the same. His career strength is catalyzed by the experience gained from working with both private and public sectors for the past six years. Before joining the teaching team of the UDSM School of Law and the legal practice Mr. Mwiburi was employed by PricewaterhouseCoopers, as Tax Consultant.



Ms Hellen Mathew Maleko, Bachelor of Public Relations and Advertising (Dar), is a young, energetic, and ambitious girl with specialty in human resource management.

Ms Eliaichi Emmanuel, LLB (Tumaini), Masters of Science (Human Resource Management (Mzumbe), is a lawyer cum HR expert with high level of integrity, communication and presentation skills. She is ambitious, energetic young lady who is decisive and capable of taking initiatives very quickly.

Ms Hawa Lweno, LL.B (Hons.)(Dar), Postgraduate Diploma in Legal Practice (LST) is an Advocate of the High Court of Tanzania specializing in Labour law and Commercial Law.  Ms Hawa is a young, energetic, strong and ambitious legal practitioner.

Mr Donati Pascal Mngara, LL.B (Hons.)(Tumaini), is a legal officer specializing in Labour law, property and conveyance Law and Commercial Law.
